Stacy Barrows Health Care Reform and Your Business
Surviving a DOL Audit
Stacy Barrow is an associate in the Boston office of Proskauer Rose. He is a member of his firm’s Employee Benefits & Executive Compensation Group and its Health Care Reform Task Force. He uses a practical, business-focused approach to counsel his clients on complex employee benefits and executive compensation matters.

Stacy has extensive technical knowledge and experience designing and implementing qualified retirement plans, health and welfare plans, and equity and incentive programs that meet the numerous and intricate requirements of applicable federal and state law.

Stacy’s prior experience includes work as a compliance officer for an international insurance brokerage and risk management firm, and as an actuarial analyst for a Big 4 public accounting firm. Stacy’s past experience informs his legal approach of providing practical, business-minded advice to his clients.

Stacy has spoken to business groups across the country on all matters relating to employee benefits, including national health care reform. He also has published numerous articles on employee benefits and national health care reform matters.

Joseph Bartoulis, Esq. Social Networking: An Employer’s Primer on their Legal Ramifications
Joseph T. Bartulis, Jr. is an Officer of the Worcester-Framingham-Hyannis, Massachusetts law firm of Fletcher Tilton. He is Chairperson of its Labor and Employment Law Practice Group.

Attorney Bartulis advises private and public sector employers on all aspects of workplace law. He regularly advises clients on wage and hour and other statutory compliance matters including exempt vs. non-exempt status, overtime calculations, independent contractors, FMLA leave, ADA accommodations, unemployment issues, and other pay practice matters. He defends management in employment-based litigation including wrongful termination, discrimination, harassment, retaliation, and breach of contract claims. He proactively counsels employers on documenting employee performance, employee discipline and discharge, plant closings and mass layoffs, employment applications, employee handbooks, and employer policies, among others. Mr. Bartulis also drafts and negotiates individual employment agreements, severance agreements, non-competition/non-solicitation agreements, non-disclosure agreements, confidentiality agreements, and many other employment agreements as well. He also defends management in union organizational campaigns, unit determinations, unfair labor practice charge cases, mediations, and arbitrations. Mr. Bartulis has successfully negotiated over one hundred and twenty collective bargaining agreements on behalf of management with many of the major national unions.

Dan Miller Trends in Today’s Marketplace: Benefit Communications & Voluntary Benefits
Dan is a Group and Voluntary Benefits Consultant for UNUM. He consults with benefit brokers and employers daily, analyzing benefit portfolios and creating benefit packages that will best suit each company.

Dan and his team partners with clients to assist with the ongoing administration of Life/AD&D and Disability programs as well as claim submissions. Dan focuses in Life/AD&D, Short and Long Term Disability, Group Long Term Care, and Voluntary Worksite Benefits. He educates on the value of a strong benefits portfolio and works with a team of 25 service associates directly assigned to each employer. Dan is a member of the National Association Of Insurance and Financial Advisors (NAIFA) and resides in the Central Mass area.

 

William Stuart

William Stuart Consumer Driven Health Rules and Tools
William Stuart is a Product Specialist at Harvard Pilgrim Health Care, the nation’s top-ranked private health plan. His primary focus is on Consumer-Driven Health.

The objective of a CDH program is to rearrange the way that employer allocate their benefit dollars by introducing deductible health plans coupled with tax-advantaged reimbursement accounts to help employees pay for eligible expenses as they incur them. These reimbursement accounts include Health Reimbursement Arrangements (HRAs) and Health Savings Accounts HSAs). Mr. Stuart has trained more than 900 brokers on these programs through state-approved continuing education courses in Massachusetts, New Hampshire and Maine. He has installed more than 750 CDH programs with clients ranging in size from two employees to more than 2,000. He speaks at regional and national conferences on the topic. Mr. Stuart earned a BA from Bowdoin College and an MBA from Duke University.
